

Industrial Policy Principles for G20 Cooperation: Panel Discussion
The South African G20 Presidency in 2025 is leading negotiations to develop G20 High-Level Principles on Sustainable Industrial Policy and the G20 Trade and Investment Guiding Framework to Enable Low-Carbon Industrial Development, in the G20 Taskforce on Inclusive Economic Growth, Industrialization and Employment. Areas of disagreement in the negotiations include the need for industrialization and creation of policy space for industrial policy in developing countries, value-addition at source, and voluntary technology transfer from advanced to developing countries.
The current G20 negotiations have been tumultuous, reflecting the heightened level of uncertainty of the times. Various country stakeholders have come to the table with competing interests and demands. As the negotiation process is coming to a close, it is essential to take stock of where the process started, which country groups and asks prevailed, and where it ended. It is also worth noting that despite competing views and ambitions of various countries, there is broad support for creating policy space for industrial policy by advanced and developing countries alike.
Therefore, a crucial next step in advancing the work of the G20 High-Level Principles and the G20 Trade and Investment Guiding Framework is the broader socialization of ideas among various stakeholders and the public. To this end, it is important to hold a public panel discussion where negotiators can inform policymakers and academia about the progress and challenges faced during the negotiation process.
