The minerals that feed grids, electrification and industrial demand have become a question of supply resilience for every economy aiming to triple renewables and double energy efficiency. The Plan to Accelerate Minerals for the Transition and Circularity brings together actions across the value chain, from supply chain data and consolidated mining standards to demand aggregation, recycling targets and a strategic minerals hub in Brazil.

Updated in October 2026, with the Future of Mining Coalition (FOMC) as the new host, the Plan rates supply as the least mature of its implementation levers. Concentrated processing capacity, fragmented standards, insufficient purchasing commitments for responsibly produced and recycled materials, and limited finance for midstream processing in emerging markets all hold it back.

Each of these constraints cuts across several actions and member organisations. Progress on the Plan depends on how well its members connect their work, which will be a key focus of the session.

The session will also include a deep dive into circularity, a theme that runs throughout the Plan, from national recycling targets to recycled content requirements in buyer specification. With the COP31 Presidency placing zero waste at the centre of its agenda, Antalya presents an opportunity to examine how circularity can reshape the supply equation for transition minerals and what members need from each other to take action.

This invitation-only roundtable brings together senior representatives of the Plan's member organisations and the wider value chain to agree how the Plan moves from a set of parallel actions to coordinated delivery.
