

Harnessing AI and Robotics to Strengthen America’s Biotechnology Leadership and Security
Rapid advances in biotechnology, powered by artificial intelligence and automation, are opening a new frontier for U.S. innovation and security. Cloud laboratories—digitally connected, automated facilities that execute biological experiments remotely and often in conjunction with AI Agents—are expanding research capacity, accelerating discovery, and strengthening the infrastructure that underpins the American bioeconomy. By linking intelligent systems and robotics to biotechnology workflows, cloud labs are redefining what innovation looks like in the life sciences.
The Council on Strategic Risks (CSR) and the Engineering Biology Research Consortium (EBRC), in coordination with the BIOTech Caucus are co-hosting a panel exploring how Congress can strengthen U.S. leadership in this rapidly evolving space. The discussion will highlight both the opportunities and the governance challenges that come with the continued integration of AI and automation into biotech research and manufacturing. By convening experts from across disciplines, it will explore how Congress can advance U.S. competitiveness, safeguard national security, and guide responsible innovation by harnessing the combined power of AI, robotics, and biology to strengthen America’s leadership in the 21st century. A Q&A will follow the panel discussion.
