About Event

At COP30 in Belém, Parties came together to decisively transition to a new era focused on implementation. As part of the Global Mutirão decision, the Belém Mission to 1.5 was conceived, aimed at enabling ambition and implementation of nationally determined contributions (NDCs) and national adaptation plans (NAPs), to reflect on accelerating implementation, international cooperation and investment in NDCs and NAPs across mitigation and adaptation.

Parties entrusted the COP31, COP30 and COP29 Presidencies to steward the Belém Mission to 1.5 process, and we – Türkiye, Australia, Brazil and Azerbaijan – are collaborating closely to deliver on the mandate.

The Belém Mission to 1.5 involves a series of activities and engagements throughout 2026 focused on identifying key opportunities to enable and accelerate the ambition and implementation of NDCs and NAPs, as well as reflecting on ways to enhance international cooperation and investments in those climate plans.

The Mission to 1.5 is shaped through submissions, consultations and exchanges with Parties, industry, financial actors, civil society, academia and all interested stakeholders. We have invited all interested actors through a call for submissions to contribute their knowledge, perspectives and expertise in support of this initiative and we are looking forward to their inputs.

Throughout 2026, we are actively engaging with all stakeholders and ensure inclusive and transparent consultations through holding convenings to collectively shape the Belém Mission to 1.5, including at major international meetings. London Climate Action Week will be the first engagement dedicated to industry and civil society perspectives.

The Belém Mission to 1.5 will culminate in a report released ahead of COP31, outlining key opportunities, barriers, and actionable solutions to keeping 1.5°C within reach and strengthening adaptation and resilience in a changing world.

Scope of the consultation event  

To inform the Belém Mission to 1.5 and complement the written submissions, the COP29, COP30 and COP31 Presidencies are hosting this consultation event at London Climate Action Week. We invite all interested actors to attend and help jointly shape the Belém Mission to 1.5, by sharing your expectations, expertise and perspectives.

The COP29, 30 and 31 Presidencies will provide opening remarks, before throwing to attendees for contributions from the floor. Attendees are invited to focus their interventions along the following guiding questions:

Advancing the Belém Mission to 1.5 substantially

  • What action areas and solutions have the highest impact potential to support the submission, ambition and implementation of NDCs and NAPs, and what role can non-state actors play in advancing these areas and solutions?

  • What is required to further strengthen international cooperation to enhance ambition and enable the effective implementation of NDCs and NAPs, particularly for non-state actors including industry, financial institutions and civil society?
