About Event

Asia's middle powers — South Korea, India, Japan, Indonesia — are sprinting away from the petrostate trap, only to find themselves at the threshold of a new dependency: the electrostate dilemma. The Strait of Hormuz shock accelerated what was already inevitable, with Asian governments committing $5.5 trillion through 2030 to rewire their energy systems, deploying EVs, solar, batteries and grid infrastructure at a pace that would have seemed implausible a decade ago.

But here lies the inescapable paradox: the very technologies that liberate these nations from volatile Gulf crude: lithium-iron-phosphate batteries, rare earth magnets, solar cells, and EV drivetrains, flow overwhelmingly from a single upstream source. China accounts for 61% of global rare earth mining and 91% of global refining and processing capacity, and dominates processing of lithium, copper, cobalt and graphite.

China has already demonstrated its willingness to strengthen that position, deploying export controls on heavy rare earths, LFP battery manufacturing technology, and now a whistleblower enforcement system to police violations. The hard truth is that no diversification strategy, e.g. Australia–India uranium and minerals pacts, Germany–Argentina lithium MOUs, Pentagon graphite facilities, or Greenland rare earth projects can eliminate this structural exposure within any politically relevant timeframe

The question for Asia's middle powers is not whether to accept China's role in the clean energy supply chain, but how intelligently to manage the concentration risk: through strategic stockpiling, allied supply chain partnerships, domestic processing investment, and the patient, expensive work of building redundancy into systems that China has spent two decades making indispensable. The age of electrostates does not promise freedom from geopolitical dependency: it merely trades one chokepoint for another.
