Resilient America Summit

​The Resiliency Company, Putting Assets to Work, the Government Finance Officers Association and the Urban Land Institute are driving an agenda to embed resilience into U.S. public finance.

​Public institutions are operating in a fundamentally different environment, one where the pressures on budgets are no longer episodic but structural. Insurance markets are repricing or retreating, federal support is less predictable, capital is harder to align with long-term needs, and core cost drivers tied to housing, infrastructure, and public health are becoming more volatile. These dynamics are not isolated. They are interconnected, compounding, and increasingly reflected in the day-to-day realities of state and local balance sheets. These are the new norms.

​On July 23, a group of state and local leaders, practitioners, and capital partners will gather in Chicago to work through these challenges. Each public sector participant will bring forward a pressing issue from their community and engage in a structured, peer-to-peer exchange with others facing similar constraints, alongside industry experts spanning finance, development, insurance, and policy.

​This summit is designed to push beyond conventional approaches to budgeting and governance. It is focused on how governments can rethink structures, identify new financing pathways, and align policy with the realities now shaping their fiscal outlook. Resilience, in this context, is not an abstract concept. It is expressed through housing policy, insurance availability, infrastructure investment, and health outcomes, and ultimately through how these forces are shaping revenues, expenditures, and long-term financial stability.
