

Clean Industrial Capabilities Explorer (CICE) Launch Event
The energy transition is creating economic and geopolitical opportunities in clean technologies, prompting countries to craft industrial policies that position their firms in global value chains. Well-designed strategies can accelerate decarbonization and help states secure a strong position in global supply chains. However, there are two main risks when designing these policies and strategies: 1) wasteful investment in uncompetitive sectors, and 2) excessive competition in the same sectors, leading to overcapacity.
The Clean Industrial Capabilities Explorer (CICE) is a tool that can help mitigate these risks by identifying strengths and weaknesses in countries’ industrial bases. CICE predicts countries’ competitiveness across ten key clean energy industries which helps inform strategic policy decisions in sectors for potential growth.
Created by the Net Zero Industrial Policy Lab (NZIPL) at Johns Hopkins University, the tool will be concurrently launched this month in Washington, DC and at UNFCCC COP30 in Belém, Brazil. We hope that CICE is an accessible tool for policymakers, firms, think tanks, and academics worldwide to help them formulate targeted policies, enable data-informed decision making and enhance global understanding of the clean energy industrial base.
