Healthcare organizations are operating at the intersection of rapidly changing federal and state policy, increased regulatory scrutiny, new investment and transaction models, and technologies that are moving faster than the rules governing them. For executives and investors, the challenge is no longer simply understanding what the law says today. It is anticipating where regulators are heading and building businesses and transactions that can withstand that change.
Adam brings an unusual perspective to that conversation. Over nearly three decades, he has worked across virtually every side of the healthcare system: as a senior government regulator and advisor to governors, a health system executive and general counsel, and now as a Partner at Sheppard Mullin advising healthcare organizations and investors nationally. As Deputy Commissioner in New York State, he oversaw major areas of healthcare regulation and helped lead initiatives involving Medicaid transformation, managed care, long-term care, healthcare delivery reform and the State's COVID-19 response.
Today, Adam advises health systems, payers, private equity sponsors and portfolio companies, healthcare entrepreneurs and nonprofit organizations on regulatory strategy, transactions, market entry and government-facing matters across multiple states.
The conversation will look at what is happening in Washington and state capitals, where regulatory and enforcement priorities appear to be moving, and how those developments translate into practical decisions involving growth, investment, transactions, reimbursement and new models of care.
Rather than a traditional presentation, the Breakfast Salon will be an interactive discussion focused on what healthcare leaders should be watching over the next 12 to 24 months and how organizations can make decisions when the regulatory environment itself is changing.

Adam S. Herbst is a Partner at Sheppard Mullin advising healthcare organizations and investors on regulatory strategy, transactions, market entry and government-facing matters across the country. Before joining Sheppard Mullin, he served as Deputy Commissioner of the New York State Department of Health and senior advisor to two governors. Earlier in his career he served in senior executive and legal roles within healthcare organizations, including as a hospital executive and general counsel and as the executive of a large community-based healthcare organization. He teaches health law and policy and serves on the Advisory Board of the University of Miami Herbert Business School's Department of Health Management and Policy and Columbia University's Mailman School of Public Health. He holds a J.D. from Albany Law School, an M.B.A. from Union College and a B.A. from American University.
