

The Middle Matters: Strengthening the Cadre That Connects Education Policy to Practice
A policy made by the government doesn’t reach the classroom on its own. It travels through multiple layers of people who interpret, support, and adapt the policy along the way. With more than 25 lakh pre-primary and primary teachers in 9 lakh government and aided schools with Grades 1- 5, the session asks: who and what makes implementation work at scale?
The session, co-hosted by Leadership for Equity, Language and Learning Foundation, Madhi Foundation, and Foundational Literacy Collaborative, uses India as an anchor to question how the right people, clear roles, capability, data, accountability, and sustained financing work in implementation.
