​Dr. José Rafael Gómez is Vice Chairman of Tecnoconsult, a global engineering firm with over 2,200 projects in energy and infrastructure.

​The firm brings a unique perspective from overseeing landmark projects both in Venezuela and internationally, including the Cardón refinery, the José complex, and some of the world's largest Oil & Gas operations such as Al Khafji, Ruwais, and Guanabara, serving clients like Aramco and ADNOC across Abu Dhabi, Uzbekistan, and Brazil.

​As Co-Chairman of Excel Guyana Inc., he is also at the forefront of Guyana's energy boom, a country widely regarded as a reference for Venezuela's reconstruction.
