King drives foreign direct investment, job creation, and ecosystem innovation across Hong Kong's financial, fintech, and sustainability sectors through global stakeholder collaboration. He previously built a diverse private-sector career as a management consultant, venture capitalist, angel investor, fintech lecturer, and successful tech entrepreneur. His background is anchored by an MBA from the University of Chicago and a BSc in Mechanical Engineering from the University of Wisconsin–Madison.
Ms. Jayne Chan - Head of Startups
Jayne attracts innovative startups, investors, and stakeholders to Hong Kong while providing the connections needed to build a global hub for innovation and entrepreneurship. Prior to her government role, she served as the Executive Director for a global entrepreneurship non-profit and worked in marketing, corporate digital strategy consulting, and agency production. Her background also includes managing product development at Hong Kong's first tech startup incubator and a BSc(Hons) in Zoology from the University of Edinburgh.

A PhD candidate at the University of Hong Kong, Victor specializes in Natural Language Processing (NLP) and is a recognized authority on Hong Kong's technology-driven growth.
