​This paper argues that AI is not a single technology to be governed in the abstract, but an emergent capability of the digital ecosystem made of compute, networks, data, and software. It pushes back against AI exceptionalism and argues that many current governance concerns (bias, misinformation, privacy, fraud, copyright, concentration) are continuations of older internet and platform governance problems.
