BALANGAY: The Manila Carbon Dialogues is a new platform bringing together government, industry and finance to advance informed discussion on the development of the Philippine carbon market.
The inaugural convening marks the launch of HAMERKOP Climate Impacts' first State of the Carbon Market in the Philippines report, offering a new, data-driven assessment of one of Southeast Asia's emerging carbon markets.
How large is the Philippine carbon project pipeline? Where are projects being developed, which sectors are attracting investment, and how close is the country to translating its carbon-market potential into actual transactions?
Drawing on a database of 55 projects across six carbon standards and mechanisms, the report examines the emerging market architecture, project landscape, investment opportunities and constraints, and the Philippines' position relative to its regional peers. It also identifies the policy and market developments that could shape the next phase of growth.
The Philippines–Singapore Implementation Agreement and recent domestic policy developments have created new opportunities for international carbon-market cooperation. Yet important questions remain around authorisation, market readiness, project bankability and the conditions needed to attract investment.
Following the ceremonial launch of the report, two moderated dialogues will bring these questions to the table:

The convening brings together senior representatives from government, project development, industry, financial institutions, academia and international partners. Participants will be seated at the table rather than in an audience, with opportunities to contribute directly to both discussions.
