You are invited to this unique opportunity to work with Sam Johnson, Author of “Let’s Invest 10% of Road Budgets in Liveable Streets by 2035: A Guide for the United Nations Decade of Sustainable Transport”.

In July this year, Sam presented his draft for this Guide to the Liveable Cities Collective audience, for peer review and feedback. He now returns with the finished Guide to share it with the Collective, and to explore together how we can implement it.

📌 About the Session

Most road agencies invest a negligible portion of their budgets in creating Liveable Streets - streets that enable active travel - despite the availability of funds.

Red tape, bureaucracy, ‘too small’ a player, no one is listening, “things are not done this way”… These may be some of the reasons changemakers feel they can’t make a dent in the allocation of funds towards Liveable Streets, no matter how committed they are or how urgent/important the issue is in their jurisdiction.

But what if there is a way?

This is your invitation to come together with peers, imagine what implementing this Guide could look like in your own city or region, explore practical ideas, and brainstorm on how we can bring this 10% investment framework to life, together.

📌 About the Host

Sam Johnson is the Sustainable Transport Specialist, World Bank Group, and Visiting Researcher, Eindhoven University of Technology.

Sam co-leads the World Bank’s Active Mobility Community of Practitioners. He is a passionate advocate for people-first design and reducing car dependency, and champions vibrant, fun, equitable, healthy, and green cities.

📌 About the Guide

This is a detailed operational framework for national and sub-national road agencies on how to create and operate “Liveable Streets Investment Programs” to fund investments in cities and towns.

It is NOT intended to be a general policy toolkit, advocacy pamphlet, or status report - there are already several excellent resources like these.

The Guide is designed for ministers, municipal leaders, road agency and engineering consulting firms executives, and leaders of civil society seeking to increase investment in liveable streets.

It sets out a suggested aspirational Three-Phase Plan (2026-2027; 2028-2030; and 2031-2035) to implement over the course of the UN Decade, covering aspects like:

📌 Why creating such a Program is a Political Opportunity
📌 How to Pay for the Program (including the role of international financing)
📌 What Types of Investments to Fund
📌 How to Identify, Select and Manage Projects to be funded by the Program
📌 How to Measure and Communicate the Return on Investment of the Program

These higher government led Programs can unlock LOCAL ambition at scale.
