

Association of Bay Area Governments General Assembly 2026
California state law mandates that all local governments plan for residents' housing needs. This mandate — the Regional Housing Needs Assessment (RHNA) and Housing Element — determines the total number of new homes that every local jurisdiction in the region must accommodate. The heart of ABAG's work on RHNA is developing the methodology to allocate a portion of the regional housing need to each city, town and county in the region.
In 2027, ABAG will begin work on RHNA Cycle 7. As part of the General Assembly, we will provide a high-level overview of this process.
Please note that the business meeting requires a quorum of General Assembly Delegates to review and approve the ABAG Budget and Work Program for the coming year.
