

Governance Action Hub presents the Global Masterclass Series on Public Leadership - Session 1: The Reformist Leader
The Governance Action Hub is launching the Global Masterclass Series on Public Leadership with “The Reformist Leader”, an exploration of what it truly means to lead in the public arena. This opening session sets the foundation for understanding how leadership, power, and policy intersect in the pursuit of democratic reform.
Guided by Julio Guzmán, R4D Senior Fellow and Governance Explorer, former Peruvian presidential candidate, and current Director of International Programs at the University of Maryland, participants will dive into key questions shaping effective reformist leadership:
What defines public leadership, and how does it differ from leadership in the private sector?
How do power and authority shape the work of public leaders?
Why pursue leadership in the public sphere despite its challenges?
What is policy reform, and how can leaders approach it as a process of behavioral and institutional change?
Why do technocratic approaches often fail, and what does it take to drive meaningful reform within democratic systems?
This session will blend theory with real-world insights, offering practical frameworks and leadership lessons from Julio’s decades of experience at the intersection of governance, policy, and social change.
About the Series:
The Global Masterclass Series on Public Leadership: Democratic Public Leadership for Policy Reform is a 6-week online program (Oct 29 – Dec 3, 2025) designed for students, reformers, policymakers, and activists eager to strengthen their public leadership capacity.
Participants who attend all six sessions will be eligible for a one-on-one coaching session with Julio Guzmán and gain access to the Governance Explorers’ Network.
