• ​11:30am (15 min) — "The Rules So Far": A tight briefing on what's been enacted, what's pending, and what's already failing at the state and federal level. A competitive intelligence report — what do the people in this room need to know right now?

• ​11:45am (45 min) — "What's Actually Working": A practitioner's keynote, not a visionary speech.

• ​12:30pm (60 min) — "Setting the Rules" An active working session — not a panel, not a performance:

  • ​"What's the one governance gap doing the most damage right now?"

  • ​"What would you sign onto today that you wouldn't have in May?"

  • ​"What does Chicago need to do in the next 12 months to lead this conversation nationally?"
