What the data says about ICHRA adoption in 2026: an expert interview with Robin Paoli, Executive Director of the HRA Council

​The HRA Council just released Volume 5 of its annual "Growth Trends for ICHRA & QSEHRA" report, and the headline finding is about who's adopting: Applicable Large Employers are now the fastest-growing segment, more than doubling on average since last year. The report counts more than 20,000 businesses offering ICHRA or QSEHRA, covering at least 500,000 employees, and makes the argument that this cohort, more than half of enrollees under 45, skewing toward Silver and Gold plans, strengthens the individual market risk pool at a moment when it badly needs it.

​Robin Paoli is Executive Director of the HRA Council, a nonpartisan nonprofit trade association of HRA administrators, carriers, enrollment firms, brokers, and advisors. Because there is no federal reporting requirement for ICHRA, the Council's member-submitted data, this year from 17 organizations, remains the most comprehensive view of the market available.
