Carbon removal beyond borders: how can European countries source, support and build capacity abroad, while scaling at home?
The adoption of the EU’s 2040 climate target and the ongoing reform of the EU emissions trading system leave room for international carbon credits, covering both emission reductions and carbon removals. This raises practical questions for Europe and for member states like France. What role should high-integrity carbon removal credits play, under which criteria and with which guardrails? How can European countries help build carbon removal capacity in partner countries, through technology, expertise, certification and finance? And how can they balance this with developing their own domestic carbon removal capacity?
Key Topics:
The role of high-integrity carbon removal credits in international credits and the EU emissions trading system
Criteria and guardrails for sourcing carbon removals under Article 6 of the Paris Agreement
Building carbon removal capacity in partner countries through technology, expertise, certification and finance
