On behalf of the Oxford Initiative for Green Aligned Public Procurement (OxGAP) and the Government of Brazil's Ministry of Management and Innovation in Public Services, we are pleased to invite you to join us for a discussion on Strategic and Sustainable Public Procurement: Lessons from Cities, Regions, and National Governments, convened in New York during Climate Week NYC 2026, alongside UN General Assembly High-Level Week.
The in-person discussion will take place on Monday, September 21, 2026, from 9:00–11:00 AM ET in the Empire State Building, at the offices of Kearney, 350 Fifth Avenue, New York, NY 10118. A livestream will be available for those unable to attend in person.
Public procurement represents 13–20% of GDP in most countries — trillions of dollars of government spending that shapes industries, builds infrastructure, and delivers critical services — while accounting for at least 15% of global greenhouse gas emissions. It is one of the most powerful, and most underused, levers governments hold for climate progress. A growing number of governments are recognizing the potential of procurement to support climate, innovation, and economic objectives. But realizing this potential requires more than shifting priorities at the national level: more than 60% of public procurement spending sits with subnational governments, each with distinct mandates, market conditions, and levels of commitment to sustainable public procurement.
Minister Esther Dweck of Brazil’s Ministry of Management and Innovation in Public Services invites you to join a conversation with existing and prospective government signatories of COP30's Belém Declaration on Sustainable Public Procurement, which has created a platform for governments at every level to commit to integrating climate considerations into public purchasing, as well as the UNFCCC Climate High-Level Champions’ Plan to Accelerate Solutions on Sustainable Public Procurement, which her ministry co-leads with UNEP’s One Planet Network Sustainable Public Procurement Programme and UNIDO’s Industrial Deep Decarbonization Initiative (IDDI). This discussion will build evidence for how these global commitments get translated into practice across every level of government. The session will also mark the launch of OxGAP's new white paper, Procurement for the Planet: Policy Approaches to Greening Public Spending, drawing on interviews with over 60 global practitioners and offering a cross-country comparative foundation for the discussion.
The format will be structured but candid, designed to generate case material and relationships that carry forward into COP31 programming and beyond.
