COP31: Making Nature Investable under Article 6: From Policy to Investment at Scale
As countries move from Article 6 agreements to implementation, a critical question is emerging: how can international carbon markets mobilise private capital for high-integrity nature-based climate solutions at scale?
Nature-based solutions have significant potential to contribute to global climate mitigation while supporting biodiversity, ecosystems and local communities. Yet translating this potential into investable opportunities requires more than carbon accounting frameworks and bilateral agreements. It demands enabling national policies, credible project pipelines, effective market infrastructure and financing models capable of attracting capital at scale.
Hosted by The Nature Conservancy (TNC) at the COP31 Singapore Pavilion, this high-level discussion brings together government representatives, project developers, carbon-market practitioners and financial institutions to examine what it takes to move from policy commitments to investment on the ground.
Drawing on practical experience across buyer and host countries, project development and financing, speakers will explore emerging approaches, lessons from implementation and the policy, market and financial conditions needed to unlock investment in nature under Article 6.
Moving beyond familiar discussions of market barriers, the session will focus on what is already working, where critical gaps remain and what needs to be designed differently to mobilise investment in high-integrity nature-based solutions.
