Six international operators are active in Venezuela under OFAC GL 50C: Chevron, Repsol, Eni, Shell, BP, and Maurel & Prom. Every one of them is engaging service companies. Most companies that approach them get stuck at the same three gates:

Gate 1: The Local Entity Question. Since the January 29, 2026, reform of Venezuela's Organic Hydrocarbons Law, the old assumptions no longer apply. What operators actually require: invoicing, equipment import, personnel mobilization, and how to structure it right the first time.

Gate 2: The Compliance Stack. On August 27, 2026, OFAC refreshed the entire Venezuela license framework; GL 50C now governs the six operators, alongside updated licenses across oil, supply, and payments. Gate 3: The Qualification Sequence. Vendor registration has an order to it. Done out of sequence, you wait months. I've been through the process personally, on the ground, start to finish.
