Accelerating Offshore Wind in Southeast Asia

Session Partners

What if Asia’s offshore wind challenge is no longer about ambition or technology, but about whether we can coordinate capital, infrastructure, and supply chains fast enough to turn momentum into bankable, regional-scale delivery?

A Private (by Invitation only) dialogue session hosted by Global Wind Energy Council and Children’s Investment Fund Foundation

Southeast Asia stands at a strategic inflection point in offshore wind. Despite global headwinds capital constraints, geopolitical uncertainty, and supply-chain disruption the region has demonstrated remarkable resilience and momentum. This progress has not been accidental. It reflects sustained, evidence-based policy engagement and catalytic philanthropic support that kept markets moving when commercial conditions were uncertain. This dialogue examines how Asia’s offshore wind transition must now evolve from route-to-market reform toward full system enablement. With policy ambition increasingly in place, the binding constraints have shifted to infrastructure, supply chains, ports, grids, finance, and public trust.

The session explores how regional coordination rather than fragmented national approaches can unlock scale faster and more efficiently. Participants will interrogate where catalytic capital can most effectively de-risk early stages, crowd in commercial finance, and lower the cost of capital through better sequencing, shared assets, and investment-ready pathways.

Framed as a systems-building conversation, the discussion focuses on how offshore wind can become not just a climate solution, but strategic infrastructure strengthening energy security, industrial development, and regional resilience across Southeast Asia.
