About Event

Hong Kong has moved beyond the question of whether crypto should be regulated. The harder question is how banks, securities firms, exchanges, and stablecoin payment providers make different regulatory regimes and control systems work together.

Basel III shapes how banks approach cryptoasset exposure. Securities and virtual asset firms face their own licensing, custody, and market-conduct obligations. Across the chain, compliance teams must detect financial crime using customer records, fiat transactions, wallet activity, and blockchain data that rarely sit in the same system.

One panel. Every side of the fiat–crypto boundary.

These speakers have sat on every side of the table: regulating financial markets, leading compliance inside banks and securities firms, operating global crypto exchanges, advising law enforcement, and applying those rules to stablecoin payments.

  • Angelina Kwan, CEO at Stratford Finance Limited, formerly Global COO at BitMEX and HashKey Group, HKEX, and SFC.

  • Avina Lobo, Regulatory Compliance Lead at Reap, formerly Animoca Brands and Bitget

  • Debra Au, Co-chair of Global Coalition Fighting for Financial Crime APAC and Cyber Crime Policing Advisory Panel Member at Hong Kong Police Force. Previously Head of Financial Crime at HSBC HK, Societe Generale, and DBS.

  • Lorraine Li, Head of Compliance at Mirae Asset Securities. Previously Head of Compliance Advisory at HSBC HK.

  • Moderated by Teodora Irimia, Senior Account Executive, Flagright

Together, they will examine:

  • Who monitors a transaction that passes through a bank, exchange, stablecoin provider, and self-hosted wallet?

  • What changes when an established financial group acquires or partners with a crypto business?

  • When is de-risking prudent, and when does it push activity beyond the regulated perimeter?

  • What controls and evidence should regulators expect when monitoring spans both fiat and on-chain activity?

A practitioner-led discussion for people working in virtual assets, regulatory policy, compliance, payments, securities, and institutional treasury.
