AI Governance Club
Months before the February 2026 mass shooting in Tumbler Ridge, British Columbia, OpenAI had banned the perpetrator’s ChatGPT account over chat logs describing gun violence. Staff debated alerting Canadian authorities, but leadership decided the activity fell below its threshold for contacting police. Machado, Gor, and Bilgin read this as a cross-border intelligence failure. The evidence sat inside a company in one country, while the authorities able to act on it were in another, dependent on whatever the developer chose to disclose.
Join us for session 50 of the AI Governance Club, where Caio Machado Vieira will discuss his report with club members:
The Case for Cross-Border AI Incident Infrastructure (Machado, C. et al., 2026)
Session format: Author presentation followed by Q&A

The session is followed by an optional breakout room chat from 18:00 to 18:10 UTC for anyone who wants to stay on and connect.
