A serial killer (Peter Lorre) preys on the children of Berlin and the police’s efforts to find him have disrupted the daily activities of the city’s underbelly. The criminals of Berlin rally, organizing their own network of vigilante justice to find and prosecute the killer and get the cops out of their business.
