

Artificial Intelligence in Health Service Delivery: Are We Ready?
Artificial Intelligence is rapidly transforming the health sector due to its growing role in improving clinical decision-making, service efficiency, diagnostics, and population health management. As healthcare systems increasingly adopt digital technologies, AI has become a key enabler of smarter, faster, and more data-driven health service delivery.
The Health Sector has been designated as a Critical Information Infrastructure (CII) by the Cyber Security Authority (CSA), as any disruption to its systems, networks, processes, or information assets could have a devastating impact on national security and the social and economic well-being of the population. As AI systems increasingly rely on large-scale health data, their deployment also introduces new considerations around data governance, safety, ethics, and system resilience.
As a public health institution, the Ghana Health Service (GHS) is responsible for ensuring that emerging technologies such as Artificial Intelligence are adopted in a manner that safeguards patient safety, protects Protected Health Information (PHI), and maintains the confidentiality, integrity, and availability of its digital systems and data. In response to this responsibility, GHS continues to strengthen its digital health governance frameworks, policies, and standards to guide the responsible use of AI and other digital innovations within its ICT ecosystem.
These policies and guidelines apply to all digital systems, AI-enabled tools, and data-driven technologies used within the Service, and are binding on all staff and third-party service providers. They are designed to ensure that innovation is balanced with risk management, ethical compliance, data protection, and service reliability, while safeguarding the reputation of the Service.
Purpose of the Webinar
This webinar forms part of ongoing efforts to build awareness and strengthen capacity among health sector staff on the role of Artificial Intelligence in health service delivery, while critically examining the readiness of the Ghana health system to adopt and scale AI responsibly and effectively.
