​Asia’s cross-border energy investments, especially hydropower, often proceed without robust transboundary and cumulative impact assessments, meaningful participation, or accessible remedy. This session will spotlight community testimonies from Thailand, alongside civil society and expert analysis, to expose safeguard gaps and risks of unjust energy transition. It will also explore how financial institutions can strengthen accountability through robust transboundary impact assessment, effective grievance mechanisms, and alignment with international standards and emerging regional taxonomies. The discussion will highlight concrete pathways to ensure that cross-border energy transition finance upholds justice, transparency, and community rights.  

​การลงทุนด้านพลังงานข้ามพรมแดนในเอเชีย โดยเฉพาะโครงการเขื่อน มักดำเนินไปโดยปราศจากการประเมินผลกระทบเชิงสะสมและข้ามพรมแดนที่รอบด้าน การมีส่วนร่วมที่มีความหมาย หรือกลไกการเยียวยาที่เข้าถึงได้ เวทีนี้จะนำเสนอเสียงจากชุมชนไทย ร่วมกับมุมมองจากภาคประชาสังคมและผู้เชี่ยวชาญ เพื่อชี้ให้เห็นช่องว่างของมาตรการคุ้มครองและความเสี่ยงจากการเปลี่ยนผ่านพลังงานที่ไม่เป็นธรรม นอกจากนี้ยังจะสำรวจแนวทางที่สถาบันการเงินสามารถยกระดับความรับผิดชอบ ผ่านการประเมินผลกระทบข้ามพรมแดนที่เข้มงวด กลไกการร้องเรียนที่มีประสิทธิภาพ และการปรับให้สอดคล้องกับมาตรฐานสากลและแท็กซอนมีระดับภูมิภาค การสนทนาจะชี้ให้เห็นเส้นทางที่เป็นรูปธรรม เพื่อให้การจัดหาเงินทุนด้านการเปลี่ยนผ่านพลังงานข้ามพรมแดนยึดหลักความเป็นธรรม ความโปร่งใส และการคุ้มครองสิทธิของชุมชน
