Mobilising Capital for Caribbean Resilience
On behalf of the CARICOM Development Fund, Pegasus Capital Advisors and Strategy& (PwC), it is our pleasure to invite you to Mobilising Capital for Caribbean Resilience, a high-level session at the CARICOM Pavilion at COP31 in Antalya.
Caribbean economies face some of the world’s highest per capita climate exposure, yet resilient infrastructure across the region remains chronically underfunded. High perceived risk, small transaction sizes and limited fiscal space have kept institutional capital on the sidelines.
The session will introduce the Growth, Resilience and Sustainability Fund (GRSF), a blended finance platform anchored by the CARICOM Development Fund and designed by the Caribbean, for the Caribbean. By layering concessional and commercial capital, the GRSF aims to de-risk investment in resilient critical infrastructure and crowd in private and institutional investors at scale.
The session will bring together a select group of investors, development finance institutions, climate funds and senior government officials to discuss the fund’s structure, its approach to risk allocation and pipeline, and opportunities for anchor and early partners ahead of its formal launch in 2027.
Speakers include:
Rodinald Soomer, Chief Executive Officer, CARICOM Development Fund
