Legal Talks: 28th Regime, myth or reality?
Setting up in one EU country is hard enough. Expanding to a second or third usually means new lawyers, new company forms, new notaries and new rules for shares and investors. The 28th regime wants to change that.
In March 2026 the European Commission proposed EU Inc., a single optional company form that would work the same way in every member state, sitting next to the 27 national systems. The promise: register a company fully online in about 48 hours, for under €100, with common rules for raising money and giving equity to your team.
It is still a proposal. The European Parliament and the member states have to agree on it, and there are open questions about who can use it, how it interacts with national tax and labour law, and when it could actually be available.
So: is it a real change for startups, or a promise on paper? That is what we will look at together.
