Some of the most promising load flexibility programs, including EV managed charging, are struggling to pass traditional cost-effectiveness tests. A growing hypothesis in the industry is that the tests are the problem: system-average avoided cost misses value that only appears at the distribution level, hour by hour and location by location. The regulatory ground is starting to shift toward capturing it.
