Save Bastrop Promenade: Pack the Board Part II!
Title: Gravel Is Not a Greenspace: Public Comment for the Bastrop Promenade
Start: Wednesday, November 4, 2026, 9:30 a.m.
End: 11:00 a.m. (Central)
Location: 2910 McKinney St, Houston, TX 77003
Description:
Last spring, East Downtown’s three-block neighborhood greenway was borrowed for the FIFA Fan Festival. Residents were told it would be restored. Instead, the East Downtown Management District kept the gravel.
So we asked for the records behind that decision. The District’s own documents show:
The decision came before the analysis. The only cost analysis on record is dated August, weeks after the board “concurred” on July 8.
Costs went up, not down. By the District’s own consultant’s numbers, maintenance rises $21,493 a year. Once you fix their math error, it’s closer to $24,200.
Trees went into boxes. 47 trees came out of the ground and 17 went into planters. A tree in a planter costs 27 times as much to keep alive as a tree in the ground.
No receipts for the claims. Officials say the gravel is “more durable” and cheaper to repair. The District produced no specification, no drainage records, and no repair costs for either surface.
The District board moved its meeting up a week, to Wednesday, November 4, and there is no remote option. If we want to be heard, we have to be in the room. Come tell them that a neighborhood greenway is not an event pad, and that the people who live here deserve a real say in what comes next.
What we’re asking for:
Restore and advance the Promenade as a true greenway.
Release the records.
Open a genuine community process.
