TransformGov Talks Scotland: September 2026

​This is a hybrid event. In person attendance will be invite only, and tickets are for remote viewing only.

​Every time you pass a law, you get a computer system. The Scottish Parliament is 25 years old, born at the same time as the modern internet age. It wasn't designed to give birth to digital systems, but it does.

​Parliament plays in important, if little understood role in the structuring of public service technology. There is a direct causal link - you pass a law and you get a computer system – but also more subtle effects.

• ​Gordon Guthrie will be talking about his research project, Foundations of the Digital State, which examined the role of both parliament and government in the creation and co-ordination of state digital systems and how that can be improved.

• ​Anne Kempster will be talking about Transform Wales’s work on the organisation of the digital services to deliver transformation change.

​These talks are practitioner-informed, drawing on the experience and research of civil servants not just in Scotland, Wales and Whitehall, but across Europe, the Americas and Asia.

​Digitisation, joined-up government and artificial intelligence will all be key parts of the public sector reform programme and it is critical that they are put at the centre of our political and parliamentary debate.
