Sustaining Action on Early Warning for All by 2027
What progress has the world made toward achieving the first Global Stocktake (GST1) goal of protecting everyone on Earth with early warning systems (EWS) by 2027? As extreme weather and climate hazards continue to intensify, including devastating wildfires, severe floods, heatwaves, and the impacts of El Niño, early warning systems remain among the most effective and cost-efficient tools for saving lives, reducing economic losses, and strengthening resilience.
This event will convene senior leaders from across the UN system and national governments to assess global progress under the UN Secretary-General’s Early Warnings for All (EW4All) initiative and discuss how the UN Framework Convention on Climate Change (UNFCCC) process can help accelerate implementation and enhance international cooperation. Panelists will highlight successes, remaining gaps, and practical opportunities for expanding accessible, people-centered, and action-EWS that reach every community by 2027.

Looking beyond the 2027 target, the discussion will also explore how to sustain momentum and ensure that EWS remain a long-term pillar of climate resilience. Participants will examine how continued political leadership, financing, technological innovation, and integration into national climate planning processes, including Nationally Determined Contributions (NDCs) and National Adaptation Plans (NAPs), including regional collaboration can support lasting action and help safeguard communities well beyond 2027.
