On 1 June 2026, the Hong Kong Development Bureau issued Technical Circular (Works) No. 3/2026 — formally mandating AI adoption across all capital works consultancies and contracts above defined thresholds.
This is policy.
If your firm works on consultancy contracts with a pre-tender estimate exceeding HKD 15M, or works contracts exceeding HKD30M, this mandate applies to you — starting now.
