Session 4: Sovereignty, Subsidiarity & the Second Fork

AI can assist with research, memory, translation, synthesis, pattern recognition, deliberation, and decision support.

But which cognitive functions should we delegate?

And who ultimately retains authority over meaning, judgment, memory, and decisions?

The final A Fork in the Web workshop introduces two complementary principles.

Intellectual sovereignty is the right of people and communities to retain ultimate authority over judgment and meaning.

Intellectual subsidiarity is the operating principle that cognitive work should remain at the lowest level capable of performing it well, with delegation occurring when it expands human capability without unnecessarily transferring agency.

Participants will apply these principles to real coordination scenarios. We will map what should remain human or community-held, what AI can appropriately perform, what evidence must return to humans, and how delegation can remain transparent, contestable, revocable, and voluntary.

We will also confront the deeper second-fork question:

If AI serves humanity extraordinarily well, will there still be a sufficiently human digital world for it to serve?

Each participant or group will produce a Second Fork Statement identifying what remains sovereign, what can be delegated, what human place is worth defending, and what action they can take next.

This session closes the series not with a prediction, but with a design choice: what kind of Web do we want to inhabit, and what must we build now to make it possible?

Series note

All four workshops are organized by the Meta-Layer Initiative and connected to the Desirable Properties Challenge. Each session stands alone, so people can join at any point. Participants who attend all four sessions and complete the learning or contribution requirements will be eligible for the series badge, with a Pearl Contributor upgrade pathway for those who develop a substantive DP patch, socialize it, receive feedback, revise or explain, and reflect on what they learned.
