CTLR Members-Only Workshop: New York State: Climate Leader or Laggard?
In 2019, New York passed the Climate Leadership and Community Protection Act (CLCPA)—then the most ambitious climate law in the nation—supported by a detailed Scoping Plan charting a path to a net-zero economy by 2050.
Seven years later, the state is falling behind:
Fossil fuels still supply 75% of New York’s primary energy
Cap-and-Invest has stalled
Implementation of the Scoping Plan has slowed
Federal action continues to disrupt offshore wind development
AI and data-center growth are placing new pressure on an aging grid
Affordability concerns have prompted changes to key climate timelines and targets Governor Hochul just rolled back key climate targets
Where does New York go from here? Can the state advance the sectoral policies needed to unlock climate investment and reclaim its leadership role—or is it headed for laggard status?
Next Tuesday, we invite you to join Suzanne Hunt, Vice President, Policy at Generate Upcycle and Marguerite Wells, Executive Director of the Alliance for Clean Energy New York, timely conversation on where we are, how we got here, and the path forward.
