About the Study
Completed through a ten-week Bloomberg Harvard City Leadership Initiative fellowship with the City of Hobart, this research tackles a critical question: where should we invest in cycling infrastructure to get the most people on bikes?
Through detailed data analysis and international best practice, Oliver has mapped out how strategic, low-cost interventions can unlock cycling potential across Hobart's neighbourhoods. The focus is on short trips and addressing transport inequity – ensuring everyone, especially young people, can safely cycle to schools, shops, and local destinations.
These recommendations are now feeding directly into the City of Hobart's Bike Plan, providing an evidence-based foundation for the network of Neighbourhood Greenways that will connect our communities.

The Opportunity
Currently, 53% of Hobart's trips under 5km are made by car. That's hundreds of short journeys each day that could easily be cycled if the infrastructure felt safe and inviting. With transport contributing 50% of Hobart's emissions, this shift is essential for reaching our zero emissions target by 2040.
