NEP-639: Dynamic Resharding (Discussion & Vote)

​NEP-639 introduces Dynamic Resharding: a protocol-level mechanism that enables NEAR to automatically split shards based on their state size, without requiring a protocol upgrade. This replaces the static approach from Resharding V2 (NEP-508) and V3 (NEP-568), where shard layout changes were hardcoded into specific protocol versions and required coordinated binary releases.
