The Democracy Levels Framework was developed to help AI organizations, regulators, and stakeholders integrate meaningful democratic processes into AI governance and alignment. It provides concrete language and practical tools for determining when and how to devolve decision-making power.
In this seminar, Luke Thorburn - Research Fellow at the AI & Democracy Foundation will present on the Democracy Levels Framework.
The Democracy Levels Framework is maintained by the AI & Democracy Foundation in collaboration with leading researchers at the intersection of AI and democracy through an evolving Democracy Levels Working Group. It was initially developed through a series of working papers for NeurIPS and CHI workshops, and published at ICML 2025.
