This Roundtable Talk explores one of the key mechanisms in Cardano’s economic governance, the Net Change Limit (NCL). The NCL defines the maximum amount of ADA that can be withdrawn from the treasury during a given period and helps balance responsible spending with the long-term sustainability of the ecosystem.
Recent governance actions related to extending the NCL sparked broader discussions about how certain parts of the Constitution should be interpreted. In particular, questions have emerged around the approval process, the role of the Constitutional Committee, and how governance actions must be validated before treasury funds can be used.
