Closing the Digital Participation Gap: Making Civic Participation Work for Everyone

​Digital technology has expanded how residents participate in planning and interact with government, but providing a digital channel does not automatically create equitable participation. This session will examine barriers such as language, disability, digital literacy, technical terminology, and rigid digital interfaces, and identify practical approaches for making digital public services easier for residents to access, use, and understand.

​This session examines how to close the gap through more inclusive civic technology. Drawing from participation theory and human-centered government practices such as the NYC Digital Playbook, the presentation introduces a five-part framework: access, expression, interpretation, transparency, and feedback. Examples from Barcelona, Chicago, and Boston will show how cities have used resident-centered design, multilingual access, multiple participation channels, and incremental implementation to improve digital public services.

​The session will conclude with 311 Live, a multimodal AI-assisted reporting case study exploring whether voice, camera, contextual follow-up questions, and resident confirmation can help people communicate issues more clearly while complementing existing government service channels. The discussion will also consider how small-scale pilots can allow public agencies to test new technologies alongside existing services, learn from residents and staff, and improve an approach before considering broader adoption.
