  • Comment soutenir l’émergence de projets français d’élimination permanente compétitifs, capables de capter la demande et les financements européens ;

  • Comment stimuler le marché volontaire d’ici 2031, puis continuer à encourager les achats directs par les entreprises ensuite ;

  • Expertise/ONG : Sylvain Delerce – Directeur scientifique, Carbon Gap

  • Certification : Clément Georget – Co-fondateur, Rainbow

  • Porteur de projet : Karim Rahmani – PDG, Carbon Impact

Moderatrice : Coline Roux – Directrice générale, AFEN

ENGLISH VERSION

Carbon removal is on the COP31 agenda! The French Association for Negative Emissions (AFEN) is happy to host a panel discussion at the France Pavilion on getting ready for the carbon removal market.

From voluntary to compliance: is France ready for the carbon removal markets?

On July 17, 2026, the European Commission published its proposal for the reform of the EU emissions trading system (ETS) for the period 2031-2040. For the first time, a European compliance mechanism is opening up to permanent carbon removal. This market would complement the voluntary market and be based on the CRCF (Carbon Removal and Carbon Farming) framework, for which the first delegated acts (DACCS, BioCCS, biochar) have been published; those on nature-based solutions are expected shortly.

In France, the “Label Bas-Carbone”already provides a national certification framework for temporary removals. The French climate roadmap (SNBC3), published on July 15, sets a target of 60 Mt CO2/year removed by 2050 (two-thirds via nature-based solutions, one-third via permanent removals).

This session will address:

  • How to support the emergence of competitive permanent CDR projects in France, capable of capturing European demand and funding;

  • How to stimulate the voluntary market in the meantime

  • The MRV and certification requirements to anticipate; including interoperability between the CRCF and the French certification standard.

Who is it for? Regulators, credit buyers, certifiers, project developers, and anyone following the climate negotiations at COP31.

Speakers

  • Government: Laura Tirollois, Deputy Director, Carbon Credits Office, French Ministry of Ecological Transition

  • Expertise / NGO: Sylvain Delerce, Chief Scientist, Carbon Gap
