10月のテーマは「ステーブルコインは「金融インフラ」になるのか
― Circleと考える、Arcと日本のデジタル決済の現在地」です。
ステーブルコインは、暗号資産市場における決済・取引手段として発展してきましたが、現在ではその役割が大きく広がりつつあります。クロスボーダー決済、企業間送金、資金管理、オンチェーン金融、トークン化資産の決済など、既存の金融・決済システムと接続する新たなインフラとして、世界中の金融機関や事業会社から注目されています。
その中心的なプレイヤーの一つが、米ドル建てステーブルコイン「USDC」を発行するCircleです。CircleはUSDCに加え、決済やFX、資本市場などの金融ユースケースに特化したLayer 1ブロックチェーン 「Arc」 を展開し、ステーブルコインを軸とした新しい金融インフラの構築を進めています。
一方、日本でもUSDCの国内流通が始まり、円建てステーブルコインの発行や、金融機関・決済事業者によるブロックチェーン活用など、ステーブルコインを取り巻く環境は大きく動き始めています。
今回のWeb3 Business Hubでは、Circleより榊原氏をお招きし、Arcが目指す金融インフラの姿や今後の展開をはじめ、グローバルで進むステーブルコイン市場の変化、日本市場に対する期待、そして日本におけるデジタル決済・ステーブルコインビジネスの可能性について幅広く伺います。

The “Web3 Business Hub (WBH)”, a corporate-focused Web3 community jointly operated by Atarashii Keizai and KudasaiJP, hosts monthly seminars designed to provide practical insights for advancing Web3 business initiatives.
The theme for October is
“Can Stablecoins Become Financial Infrastructure? - Exploring Arc and the Current State of Digital Payments in Japan with Circle”
Stablecoins initially developed as a means of payment and settlement within crypto markets, but their role is now expanding significantly. From cross-border payments and B2B transactions to treasury management, on-chain finance, and the settlement of tokenized assets, stablecoins are increasingly attracting attention from financial institutions and enterprises around the world as a new form of infrastructure connecting blockchain technology with the traditional financial system.
One of the key players driving this transformation is Circle, the issuer of the U.S. dollar-denominated stablecoin USDC. In addition to USDC, Circle is developing Arc, a Layer 1 blockchain purpose-built for financial use cases such as payments, FX, and capital markets, as part of its broader effort to build new financial infrastructure around stablecoins.
Japan is also entering a new phase. With USDC now available in the Japanese market, the emergence of yen-denominated stablecoins, and growing blockchain initiatives among financial institutions and payment service providers, the environment surrounding stablecoins and digital payments is evolving rapidly.
For this edition of Web3 Business Hub, we will welcome a representative from Circle to discuss a wide range of topics, including the vision behind Arc and its future development, changes taking place in the global stablecoin market, Circle’s expectations for the Japanese market, and the opportunities ahead for digital payments and stablecoin-based businesses in Japan.
Can stablecoins evolve from “digital dollars” primarily used in crypto markets into financial infrastructure that enterprises and financial institutions use in their everyday operations?
Together with Mr. Sakakibara from Circle and our participants, we will explore the future of digital payments, the role of Arc and stablecoins in the next generation of financial infrastructure, and what these developments could mean for Japan.
