About Event

Several countries in AZEC have begun serious implementation of CCS within their national strategies for achieving net zero emissions. In 2024, the Sarawak Government of Malaysia opened investor bidding for three prospective CCS acreages. No results have yet been announced, despite the expected announcement period having already passed. Following the enactment of the CCUS Act 2025 (Act 870) in April 2025, My CCUS—the authority responsible for managing CCS licensing in Malaysia—granted an offshore assessment permit for carbon capture and storage in the Duyong area to Petronas in November 2025.

Indonesia has issued Presidential Regulation No. 14 of 2024 on the Implementation of Carbon Capture and Storage Activities, and MEMR Regulation No. 16 of 2024 regarding the implementation of carbon storage activities in Carbon Storage Permit Areas for CCS activities outside petroleum acreage. Although the regulatory framework is in place and CO₂ acreage bidding has begun, further improvements are still required to facilitate smooth CCS investment across the region.

The UK, by contrast, has extensive experience in developing CCS projects across the entire value chain—from regulatory frameworks, funding mechanisms, incentives, bidding rounds and acreage awards, to oversight of CCS deployment. These efforts have produced both successes and setbacks; lessons from each have shaped the UK’s current stage of CCS development. Recognising that the UK’s experience may benefit the Asia region, where CCS activities are rapidly evolving, the Asia CCUS Network Secretariat is inviting expert speaker Mr Norrie Stanley, Honorary Senior Fellow at the Centre for Energy, Mineral Law and Policy, University of Dundee, to provide an update on CCS developments in the UK at the 23rd Knowledge Sharing Conference.
