Cumbre Climática Local – Heredia (Día Cero Emisiones)

​The Town Hall COP Heredia 2026 marks the first Central American edition of the Town Hall COP model, a community-level mirror of the UN Climate Change Conferences created by ICLEI – Local Governments for Sustainability. Framed as a "Zero Emissions Day" under Mission 1.5, the summit brings local climate action into direct dialogue with national policy, in line with the Paris Agreement's goal of limiting global warming to 1.5°C.

​The initiative is led by the Local Climate Action Initiative Costa Rica, a group of climate leaders. Working together with Universidad Nacional's Cooperation, Environment and Development Program (Pro-CAD), the Municipality of Heredia, and branch The Climate Reality América Latina and ICLEI (Local Governments for Sustainability). Together they host national authorities, local government, academia, and civil society in one shared space.

​The day follows a deliberately community-led methodology: morning conversations connect national climate frameworks (such as Costa Rica's Nationally Determined Contributions) to territorial realities, while the afternoon shifts to participatory workshops. Three facilitated breakout groups work through two structured sessions to identify local challenges, prioritize sectors for action, and turn shared priorities into concrete commitments. The results will feed into a policy brief for Heredia's local government, reflecting ICLEI's principles of community leadership, national relevance, and transformative, everyday climate action.
