Maurice Sampson, Eastern Pennsylvania Director, Clean Water Action/Fund
Maurice Sampson has served as the Eastern Pennsylvania Director for Clean Water Action since 2016. His career as an environmental advocate spans 50 years beginning at age 15 and the first Earth Day in 1970. He served among the nation’s first Recycling Coordinators for the cities of Newark, NJ and Philadelphia, PA and led the Recycle NOW Philadelphia campaign bringing Philadelphia its first ever curbside recycling program.
Maurice was critical to the passage of the City of Philadelphia’s plastic shopping bag ban and more recent 10-cent single use paper bag fee. Maurice remains actively engaged in our illegal dumping issues through his role in the Clean Philadelphia Now Campaign, which he co-founded with Trash Academy.

Jerome Shabazz, Executive Director Overbrook Environmental Education Center, JASTECH Development Services
Jerome Shabazz is Executive Director of JASTECH Development Services which he founded in 1997, and Director of the Overbrook Environmental Education Center, established in 2002.
Before joining the NGO sector, Jerome worked for 25 years at the Philadelphia Water Department and Philadelphia Gas Work in operations, engineering, and training. Jerome is also an adjunct professor at Community College of Philadelphia and an active member of the Pennsylvania DEP’s- Citizen Advisory Council and Environmental Justice Advisory Board, and the Keep Pennsylvania Beautiful Board of Directors.

Carlton Williams, Director of Clean and Green Initiatives, City of Philadelphia
For over 25 years, Carlton Williams has led a distinguished career in public service, leading major Philadelphia departments, including Licenses & Inspections, and Streets, and currently serves as Director for the Office of Clean and Green Initiatives.
In that time, Carlton’s accomplishments include implementing the City’s first litter index, installing the new solar powered “Big Belly” trash compactors, implementing single stream weekly recycling, coordinating the annual Philly Spring Cleanup, reimplementing mechanical street sweeping, and expanding the city’s camera network to enforce and prevent illegal dumping.
