GTA Semiconductor and TLA Taiwan are convening an invite-only evening discussion with Jason Hsu, Senior Fellow at Hudson Institute and former Member of Taiwan’s Legislative Yuan, exploring the growing convergence of semiconductors, AI, and geopolitics — and what the UK and Europe can learn from the US–Taiwan technology partnership.

Taiwan’s semiconductor ecosystem has become one of the foundations of the global AI economy. Its success reflects decades of investment in talent, research, industrial policy, advanced manufacturing, supply-chain specialisation, and deep international technology partnerships.

As AI increasingly becomes a strategic capability, governments are also rethinking what technological sovereignty means. The conversation is moving beyond semiconductors to encompass compute, energy, cloud infrastructure, AI models, data, talent, and trusted technology partnerships.

Drawing on Taiwan’s experience and the evolution of the US–Taiwan technology relationship, Jason will explore what Europe can learn — and where Europe may need to develop its own approach.

Keynote Speaker: Jason Hsu

Jason Hsu is a Senior Fellow at Hudson Institute, where he focuses on semiconductors, artificial intelligence, emerging technologies, and US–Taiwan technology cooperation.

From 2016 to 2020, he served as a Member of Taiwan’s Legislative Yuan, where his work focused on technology, defence, trade, and foreign policy, including legislation addressing fintech, autonomous vehicles, cybersecurity, digital assets, and artificial intelligence.

He is a graduate of the Harvard Kennedy School, where he was an Edward S. Mason Fellow, and previously served as a visiting scholar at Yale Law School’s Paul Tsai China Center.

His current work examines the intersection of technology, economic security, and geopolitics, including semiconductor supply-chain resilience, Sovereign AI, trusted technology ecosystems, and Taiwan’s role in the emerging global AI economy.

Dr Andy G Sellars 安德樂博士 FIET

Dr Andy G Sellars is a leading figure in the UK semiconductor ecosystem, with extensive experience spanning compound semiconductors, photonics, technology commercialisation and semiconductor policy. He was the Founder of the Compound Semiconductor Applications Catapult, securing £54 million in government investment to establish the organisation, and now serves as Director of Strategy at CORNERSTONE, the UK’s leading silicon photonics hub.

Andy serves on the UK Government’s Semiconductor Advisory Panel, co-chairs the Semiconductor Expert Working Group for the UK Telecom Innovation Network, and has provided expert evidence to Parliamentary committees on semiconductor strategy, national security and telecommunications. He has also advised the OECD Semiconductor Informal Exchange Network and Silicon Catalyst.

He has a long-standing engagement with Taiwan’s semiconductor ecosystem, having led UK semiconductor delegations and represented the UK at major industry engagements in Taiwan. His work has focused on building stronger UK–Taiwan technology partnerships, particularly around compound semiconductors, photonics, power electronics and resilient supply chains.

Dr. Shyam Krishna

Joining the conversation will be Dr Shyam Krishna, a Research Leader at RAND Europe and an AI expert and advisor working across AI policy, governance, strategy and responsible AI. He has also contributed to international work with organisations including the Council of Europe and UNESCO, bringing a cross-sector perspective on how emerging AI technologies are shaping security, infrastructure, governance and strategic capability. Shyam will bring a global perspective to the discussion, exploring what AI sovereignty means in practice and how Europe can build secure, resilient and trusted AI capabilities.
