​This spring, seven states required companies to report packaging data under Extended Producer Responsibility laws on the same deadline, the first time that's happened in US history.

​This panel looks at what that landmark filing season revealed, from compliance surprises to bigger questions about where EPR policy goes next. Speakers from EY, Atlantic Packaging, and Electrolux bring perspectives from policy, packaging, and the producer side of compliance.

​For NC companies watching from a state without its own EPR law, the message is simple: your obligations are set by where you sell, not where you're based.

​Speakers

​David Campbell is EY's US Sustainability Tax Technology Leader, helping organizations address the data, process, governance, and technology challenges of evolving sustainability regulations. He specializes in AI-enabled solutions for EPR compliance, including data collection, cleansing, modeling, reporting, and regulatory analysis. His experience spans sectors with a topic focus on tax transparency, CBAM, sugar taxes, clean energy and carbon-related solutions. David is a Charlotte, NC based CPA.

​Caroline DeLoach is Atlantic Packaging's first Director of Sustainability, advising companies on packaging recyclability, compostability, and the evolving EPR regulatory landscape. In 2026, she was appointed to California's SB 54 Producer Responsibility Advisory Board. She holds a B.A. from Georgetown and an MBA from Yale, where her packaging life cycle research earned Yale's industrial ecology award. Based in Charlotte, she champions circular economy solutions across the Southeast.

​Tara Moonan leads sustainability strategy implementation for Electrolux Group across North America, supporting global home appliance brands Frigidaire, Electrolux, and AEG. She is responsible for advancing the company’s sustainability ambitions by embedding environmental and social priorities into business operations and growth strategies. She holds a master’s degree in Sustainability Management from Columbia University.

​Rachel Strong is a Senior Manager with EY’s US Sustainability Tax team, analyzing the legislative and regulatory landscape for global clients and assessing how policy shifts affect compliance, costs, and sustainability strategy. Her focus includes carbon pricing, environmental incentive measures, tax transparency, and extended producer responsibility. She brings more than a decade of tax and tax policy experience, is a CPA licensed in North Carolina and Washington, D.C., and holds a master's in accountancy from the University of Missouri–Columbia.

​Heather Beard is Executive Director of EarthShare North Carolina, a position she's held since 2006. Born and raised in Durham, she earned a B.A. in Business Administration at Meredith College and an M.A. in Environmental Policy at Tufts University, and previously worked with the Neuse River Foundation to establish the first Upper Neuse River Foundation program.
