香港的虚拟资产监管框架正在逐步落地。VATP 发牌制度已经运行，稳定币发行人的监管制度开始执行，围绕 VA dealing、托管、咨询与资产管理的发牌框架继续推进。与此同时，AI 正在同时改写攻击与防守，钓鱼、深度伪造、身份冒充和恶意代码生成都在加速，合规运营与团队能力的门槛随之提高。对机构而言，问题已经从能否开展业务，转向如何在守住合规边界的同时保持业务增长。
Hong Kong's virtual asset regulatory framework is falling into place piece by piece. The VATP licensing regime is up and running, the regulatory regime for stablecoin issuers has taken effect, and licensing frameworks covering VA dealing, custody, advisory and asset management continue to advance. At the same time, AI is rewriting both attack and defence: phishing, deepfakes, identity impersonation and malicious code generation are all accelerating, and the bar for compliance operations and team capability has risen with them. For institutions, the question has moved on from whether they can operate to how they hold the compliance line while still growing the business.
9 月 16 日下午，BlockSec 在香港召集交易平台、托管机构、稳定币与支付机构、银行券商资管，以及机构级安全、合规与风险负责人，围绕安全、合规与团队准备度三条线，把真实场景里的做法、取舍和还没有答案的问题聊到细节。本场约 50 人，定向邀请，闭门交流。
On the afternoon of 16 September, BlockSec brings together trading platforms, custodians, stablecoin and payment institutions, banks, brokerages and asset managers, along with the people who run security, compliance and risk at institutional scale. The conversation follows three tracks (security, compliance and team readiness) and stays on the specifics: what firms actually do, what they trade off, and what still has no good answer. Approximately 50 guests, by invitation, closed-door.
